I recently came across a PHP version of the NetBeans IDE. Ok, so its not exactly PHP specific; basically its just a plugin. However, you can download the IDE as a base install specifically for PHP development, excluding any other unecessary languages or plugin bulk.

RipShout is a great freeware tool that rips the streams by song and saves the file by artist name and song title in mp3 format. While ripping a stream you can choose to run quietly in the system tray, play while ripping, or stream through Winamp while ripping.
